在提到“中国人民”的时候，需要加the；
其实在提到一个国家的“人民”或“经济”的时候，是特指，需要加the，如美国人民the American people，中美人民the Chinese and American peoples，还比如19年*工作报告中这句：
经过全国上下共同努力，我国经济发展在高基数上总体平稳、稳中有进，社会大局保持稳定。
With the concerted efforts of the whole country, the Chinese economy, from a larger base, achieved generally stable growth while making further progress.
但是在表示“中国人”的时候，也就是不强调“人民”的时候，而是泛指中国人的时候，直接使用Chinese people. 不过也没这么死板，也可以使用The Chinese people。

如果泛指“所有的中国人”，Chinese就是限定词，不能用再加限定词the；
如果特指“该中国人”，前面就需要加the；
如果泛指“一个中国人”，需要则用a Chinese people。

不用， Chinese people已经是一类人了，不用再特指
